The conspiracy theorist Alex Jones proposed paying Sandy Hook households who won more than $1 billion in damages versus him in 2015 a combined overall of a minimum of $5.5 million each year over a years, while the households intend to liquidate his Infowars media empire, according to contending strategies submitted late Friday.

The propositions, while far apart, signal that efforts to fix Mr. Jones’s and his business’s personal bankruptcy are getting in a last stage, after dragging out for more than a year. Last hearings in the event are slated for late February in a Houston insolvency court.
