Dec. 31 (UPI)– Outgoing North Carolina Gov. Roy Cooper on Tuesday revealed 15 commutations of the capital punishment to life in jail without the possibility of parole.

“These evaluations are amongst the most tough choices a guv can make, and the capital punishment is the most serious sentence that the state can enforce,” Cooper stated Tuesday in an online statement.

“After extensive evaluation, reflection and prayer, I concluded that the death sentence troubled these 15 individuals must be travelled, while guaranteeing they will invest the rest of their lives in jail,” he stated.
