Roy Cooper on Tuesday revealed 15 commutations of the capital punishment to life in jail without the possibility of parole. "These evaluations are amongst the most tough choices a guv can make, and the capital punishment is the most serious sentence that the state can enforce," Cooper stated Tuesday in an online statement. "After extensive evaluation, reflection and prayer, I concluded that the death sentence troubled these 15 individuals must be travelled, while guaranteeing they will invest the rest of their lives in jail," he stated....
